Can you file bankruptcy on a court ordered judgment b/c of car accident to lift suspended driver license?

This person smashed up my car from negligent driving and had no car insurance. I received a judgment and had his license suspended all of this happened in Illinois. They are now in Texas and can't get a legit driver's license due to the suspension/judgment. They now say they are going to file chapter 7 in Texas to overcome this situation. Would filing Chapter 7 bankruptcy vacate my judgment? Can he really do this?
